嘉義建城以來,一直都深植藝術文化,致力於發展各項藝術人文活動,讓嘉義市充滿文化活力,藝文人才輩出,不負於自日治時期起所擁有的「畫都」美名。每年度皆舉辦的嘉義市國際管樂節,更持續讓嘉義市活躍於國際音樂舞台之上。

嘉義市結合固有的「畫都」與「音樂」二大元素,延伸用「影像」之概念呈現充滿藝術人文薈萃的嘉義市,於2014年起,舉辦亞洲首創之藝術紀錄片影展。從「嘉義國際藝術紀錄片影展」出發,以藝術紀錄片為主軸,拓展嘉義市之國際藝術視野,藉此為嘉義市藝術開啟嶄新的一頁。

秉持著為民眾與藝術工作者,提供與國際接軌對話交流平台之準則,第三屆「火力全開—2016嘉義國際藝術紀錄片影展」,開拓更多的藝文領域,帶來更加豐富的藝術能量,用藝術紀錄片建起國際與嘉義的橋樑,讓民眾感受藝術的生命力,也用藝術紀錄片向世界發聲。

本屆影展彙集國內外優秀藝術紀錄片作品,總計有30部紀錄片參展,不僅邀有眾多臺灣傑出作品,更囊括18部國際影片。今年影展深掘國際間無數非凡藝術工作者與精采紀錄片創作,增加全然不同的藝術風采,展現各式藝術獨有的靈動與活力。有別於其他欣賞藝術之場合,影展更希望能透過影像紀錄,讓民眾能深入感受世界各地之藝術工作者用生命塑造獨一無二的藝術,也用藝術影像紀錄與世界對話。誠摯地期盼,「嘉義國際藝術紀錄片影展」更為活躍,成為更多藝術工作者皆趨之若鶩的藝術紀錄片交流平台,也希冀透過影展,讓國際看見臺灣所擁有的繁榮藝術生命力,看見嘉義市的藝文風采。

Chiayi City has been full of artists since it emerged into the history in 18th century. The modern government even put effort into developing all kinds of art activities which allowed the city to become vital. It even cultivated plenty of talents who made the city to be worthy of the name “City of Paintings” since Japanese era. Chiayi City International Art Documentary Film Festival is one of the few major festivals in the city nowadays, besides the Band Festival, that holds annually, and keeps the city alive spiritually within international arina.

Furthermore, the city went on to combine essential visual and audio elements to transform itself into “City of Painting and Music,” meanwhile used film images to exhibit how it loved the world about arts. The city’s Art Documentary Festival was established by Chiayi City Government for the first time in Asia in 2014. Based on various stories and scenes from all corners of the world, it excels other documentary festivals in making the city known to documentary makers and art lovers internationally.

In order to provide a platform for local citizens and international artists to interact with each other, 2016 Chiayi International Art Documentary Festival opens up art fields by new sections with new dicoveries in more abstract understandings. They build up bridges beyond visual essence to connect one filmmaker to another as well as one culture to the others.

The art documentary festival contains 30 films this year including 18 outstanding international works. The marvelous artists and films are truely deiversified from different cultures and regions. Through the festival platform, talents, professionals and cultures from the south and the north could meet in an unique sphere that could not be found anywhere in Asia other than Chiayi.


藝術紀錄片的社會實踐

當亞洲還在政治紛爭不息的土壤中持續孕育著以人性關懷為準則的紀錄片,抨擊著不公不義卻握有絕對資源的少數,將政治鬥爭、勞資衝突與支援弱勢當成永不消失的前線時,嘉義市已經悄悄地踏出其蓄勢升級臺灣文化的步伐,開啟了第三屆的《嘉義國際藝術紀錄片影展》。

戰爭與革命多數不為真正弱勢而起,意識形態、宗教與地盤之爭血染大地,即便民主對抗也時常換來另一隱瞞民心的政黨和獨夫,成功選舉背後所付出的代價顯示僅不停地消耗社會,而緊跟著紛亂人間的紀錄片又如何解救自己?影片記載只是革命前的哨聲,抑或是不幸社會事件的最後目擊?

臺灣只有提升文化水準方可能真正從根部轉型,而藝術紀錄片早已發出心靈黎明高亢的雞啼,與全世界分享這一新期許的理想。2016年第三屆《嘉義國際藝術紀錄片影展》跨過前一年所觸及的藝文,向新領域全面邁進。

超越過去的《文學》、《電影》而啟動《居所》、《舞台》及《攝影》,增加領域涵蓋並延展自由詮釋之寬容度;同時也不言《歷史》而直撲《政治》,回應我們政治人物與領導階層荒廢於文化的用心;有關實驗片的單元,則以「真實內涵」為思維觀點擬定《編造的真實》,再登銀幕。

從第一屆的精神宣示進入真正的本文,這不是純粹藝術的伸展台,但容許以藝術之名審視我們自己的行為,這裡是觀看文明進度的良心窗口。今年《火力全開》之光從內向外四射,點燃臺灣社會升級訊息的火把,再一次宣示紀錄片的未來前程與文明的提升,密接而不可分離。

The Social Practice of Art Documentary

Chiayi City starts the third Chiayi City International Art Documentary Festival with quiet steps in upgrading Taiwan’s film culture, when political and military disputes keep on taking place in Asia, which in no doubt, give rooms to documentary makers to follow firm documentary school accepted in standards of conflict and tragedy.

Most of the wars and revolutions were not ignited for the weak or the poor. They erupted disguisedly more within the context of ideology and battle to religious cause or territorial dispute. The cost of successful yet furious local democratic elections is, by no means, keeping on consuming our society in many ways as well. How do the documentaries rescue those who make them and those who's stories are being focused upon by them? Are the documentaries of compassionate souls the Messiah of wars and revolutions or the last witness of the unfortunate tragic events?

Uplifting the culture standard could therefore possibly help Taiwan by changing itselffrom the bottom up once for all. Art documentaries have already waken up the world and shared very new ideals. This year’s Chia-Yi International Documentary Festival is the one now marching to the brand new fields and extends the toleration freely in unlimited definition.

The festival is, of course, not only the runway of art but a sincere review of our behavior in the name of art. It reframes itself to become a window with a view looking into our own culture. Enjoy Art of All lights up the sky. Maybe brightens Taiwan too whilst displays the constant close encounters of the hearts of documentary makers and the true souls of our cultures.
